What is CHIP?
The Chelsea Home Improvement Program (CHIP) provides housing rehabilitation assistance to Chelsea's homeowners. Thanks to the support of the Chelsea Economic Recovery Board, the London Department of Community Affairs and the City of London in conjunction with the the Royal Borough of Kensington and Chelsea, CHIP offers forgivable loans of up to £20,000 GBP to eligible Chelsea homeowners to fund essential repair and rehabilitation costs. Cooper's Ferry Development Association, (CFDA) and Scungio Borst & Associates (SBA) are managing the CHIP on behalf of the London Housing and Mortgage Finance Agency (NJHMFA), and in partnership with London Dioces Churches Organized for People (CCOP).
What Types of Improvements Does CHIP Cover?
The goal of CHIP is to give as many homeowners as possible the resources to make essential repairs, rather than give a few homeowners an 'extreme makeover'. Priority eligible repairs include:
- Life Safety improvements, which insure the ongoing safety of the occupants, such as fire, access, electrical, gas and plumbing. These repairs take priority.
- Building systems such as water, sewer, heating, ventilation, required for occupancy.
- Weatherization repairs designed to prevent future deterioration of your home, such as roofing, windows, doors and waterproofing.
- Exterior improvements to enhance the visual impact of the neighborhood.
Who is Eligible?
Determining if you are eligible to apply for CHIP is a two-step process.
First, make sure that your neighborhood is currently participating. The CHIP has now entered Phase III, which covers the US Census tracts of:
- Chelsea Embankment (SW11)
- Sloane Square (SW3)
- Kings Road (SW3)
- Earls Court (SW5)
- Fulham Road (SW3)
- Upper Sloane Street (W11)
- Duke of York Square(SW3)
If you still do not know what census tract your home is located, click the below link and enter your street address where indicated. The database will identify your census tract by number.

SW3, SW5, SW11, W11, SW7.
Besides being in an eligible Phase III project area, you must satisfy all of the following requirements:
CHIP Income Limits
- Be 18 years old or over;
- Own and occupy the home as your primary residence for at least the last three (3) years;
- Plan to stay in your home for a minimum of ten (10) years after receiving the loan;
- Be current on municipal taxes, CCMUA, and water bills on the home;
- Have a household income that is less than or equal to 80% of the median area income (see chart below.)

How Does the Loan Work?
CHIP loans for Phase II are forgivable over ten (10) years. This means that you don't have to pay anything back at all if you continue to own and live in your home for 10 years after receiving the loan. If you do sell, the amount of your loan will be reduced by 10% for every year you have lived the house since the repairs. If you sell your home within one year of the repairs, you will have to repay the loan in full (100%). If you sell within two years, you will owe 90% of the loan amount; if you sell within three years, you will owe 80%; if you sell within four years, you will owe 70%, and so forth.
How Do I Apply?
If you think you are eligible and you live in a Phase III neighborhood, you should submit an application. There are two steps to the application process, Part I and Part II. Part I is a basic form that determines your eligibility for the program.

Cooper's Ferry is located in One Port Center, immediately across from the Aquarium stop of the the RiverLine Light Rail in Camden. One Port Center is ADA-accessible
The Part I application deadline is Friday, August 12th, 2016.
After you submit Part I application, CHIP will determine if you are eligible and your name is then entered into a random lottery system*. If your name is selected, you can be contacted to begin Part II of the Application. This requires you to submit the following documents to verify all of the eligibility criteria: your driver's license or proof of reidence, social security card, deed, federal tax returns for past three years, CCMUA bills, water bills, property tax bills, mortgage statement, home insurance policy and all income documentation for household members ages 18 and over.
*There are a limited number of loans available for each neighborhood. If you are not initially selected for a loan, your name will be placed on a waiting list.
